In Kansas City, Honeywell Federal Manufacturing & Technologies (FM&T) manages and operates the U.S. Department of Energy/National Nuclear Security Administration’s (NNSA) Kansas City National Security Campus. Summary
Performs a variety of complex assignments involving legal problems having a substantial impact on the activities of the company.
Duties and Responsibilities
- Consults with Management in areas of legal specialization.
- Advises Management regarding meaning and application of Prime Contract under guidance of General Counsel.
- Handles routine high-volume matters with low complexity.
- Performs a variety of legal assignments requiring the study and analysis of complex legal questions, problems, or cases.
- Prepares draft opinions or other legal work regarding claims, litigation, or other matters when questions are complicated by the absence of clear, legal precedents or by different possible constructions that might be placed on the facts, the laws, or the precedents involved.
- Responsible for managing some litigation for the company by working with outside counsel.
- Receives general supervision during initial and final stages of assignments but conducts work with relative independence.
- Represents company in administrative and court litigation matters.
- May supervise or review work of legal assistants/paralegals.
- Completes on-the-job training through increasingly difficult tasks requiring expertise and independence in government contract law.
- May perform other duties as required.
You Must Have
- Bachelor's degree plus a professional degree in law (JD) from a law school accredited by the American Bar Association required.
- Bar Membership: Must currently be a member in good standing of a bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Must be eligible for a Missouri bar license or Missouri Bar Limited Admission as In-House Counsel.
- At least 7 years previous experience in the following disciplines as a practicing attorney, as a management professional, or a compliance professional: federal contracts, commercial contract management, federal grants
- Ability to travel up to 10% of the time.
- Ability to work remote, hybrid, or on-site as directed by management and is determined by the needs of the business.
- Regular and reliable attendance as an essential function of this job.
- United States Citizenship, with the ability to obtain and maintain, if required for position, a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).
We Value
- Advanced degree (e.g. LLM) in Government Procurement Law or Certifications (e.g. CPCM, CFCM) in Contract Management,
- 12 Years of Experience in the following disciplines as a practicing attorney, as a management professional, or a compliance professional: federal contracts, commercial contract management, federal grants preferred.
- Litigation experience (e.g. civil, criminal, contracts).
- Converting government contract laws, clauses, regulations, and cases into useable guides, frameworks, and compliance processes for decisionmakers.
- Exercising discretion and independent judgment in the application of laws, regulations, precedents, and agency practice to the prime contract and subcontracts.
- Providing advice related to federal acquisition and procurement laws, regulations and policies on actions involving federal contracts and commercial subcontracts.
- Furnishing guidance on procurement matters including procurement methods, government policies, appropriate legal authorities, types and forms of contracts, and the various consequences of the contract types and terms and conditions under consideration.
- Providing advice regarding problems related to a wide range of contracts and procurement questions and issues on complex matters pertaining to the company’s goals and contract requirements.
- Identifying, researching, evaluating, and analyzing facts regulations, policies and directives such as the Federal Acquisition Regulation (FAR), Comptroller General Decisions, OMB Circulars, Board of Contract Appeals decisions, and applicable Public Laws and case law decisions.
- Law school Academic Honors (e.g., Honors, Order of the Coif), Law Review, Publications.
